Nothing reveals his image of these two worlds better than his fantasy about the catcher in the rye: he imagines childhood as an idyllic field of rye in which children romp and play; adulthood, for the children of this world, is equivalent to death-a fatal fall over the edge of a cliff. His created understandings of childhood and adulthood allow Holden to cut himself off from the world by covering himself with a protective armor of cynicism.     一是领导干部学法抓而不紧。领导干部是社会管理的决策者。他们的法律素质和学法质量直接关系到一个地区、一个部门和一个单位的学法热情,关系到所属地区和部门的法治化建设水平。因此,我们在推进“四五”普法中一直把领导干部学法用法作为重中之重来抓。但是,在实际工作中,一些地区和部门的领导存在着重经济工作轻普法教育、重眼前利益轻长远利益、重基层普法轻自身学法的问题。会上要求多,会下落实少,对下要求多,对己要求少的现象较为普遍。由于一些领导干部对普法教育认识上的偏差和重视程度不够,导致一些地区的普法教育发展不平衡。
    二是青少年法制教育质量不高。青少年是祖国的未来,民族的希望。抓好青少年法制教育利在当代,功在千秋。应该说,在“四五”普法中,各级政府对青少年法制教育较为重视,做了大量工作,有效地构建了青少年法制教育的组织网络体系,确保了青少年法制教育的规范运作。但是在工作运作中还存在着一些诸如法制副校长素质不高,讲课内容缺乏针对性,且讲课形式单一。简单枯燥,导致有的学校法制副校长没有切实发挥好应有的作用。由于青少年法制教育质量不高,直接影响了一些学校和学生学法的积极性。
    三是流动人员法制教育难落实。随着市场经济的快速发展,人口流动已成为一大趋势。仅×××目前就有外来流动人口1xxxx多,占本地人口六分之一。他们一方面为×××的经济发展作出了重要贡献,另一方面也给社会治安带来了压力。
    四是中小私营企业法制教育存在盲点。由于这部分企业规模较小且分布面广,一些业主本身素质不高和急于发展经济的心理,因而对自身的法律学习和对员工的法制教育难以落实,劳动合同纠纷、劳资纠纷、非法用工等问题时有发生。实行政企分开后,政府又缺乏对中小私营企业有效的教育管理手段,工作难以渗透,以致普法教育在中小私营企业中存在盲点。
    五是农村法制教育工作还不到位。多年来,在推进全民普法教育中,各级政府一直将农民的普法作为重点来全力推进。特别是各地以贯彻《村民委员会组织法》和开展“综合示范村”以及“法律明白人”创建活动为契机,使普法教育在农村得到了有效推进。但由于农村人口众多,基础设施薄弱,地区发展不平衡,加上普法骨干紧缺和政府投入不够等因素,使普法工作很难落实到位。
    六是对行政区划调整中的法制教育滞后。在推进小康社会建设的进程中,农村向城市聚集已成为必然趋势。特别是近年来,各地都在加大城市化建设力度,村委变社区,农民变市民。但是,城市扩建也对失地农民带来了诸如土地征用、房屋拆迁、工作安置和生活保障等问题。而法制宣传教育不能适×××建设快速发展的形势,使城市建设中的土地征用、房屋拆迁、生活保障等一度成为热点问题。
    二、用法制提升普法教育质量
    普法教育质量不高有领导重视程度不够的问题,有相关部门责任不明的问题,也有主管部门工作不到位的问题等等,但是从根本上说还是缺乏应有的法制保障。因此,在推进“五五”普法中,我们应当下大力气建立一套有效的法律保障制度,以提升普法教育质量。在建立法律保障制度中,我们认为,应构建以下四个保障机制:
    一要构建普法教育组织保障机制。首先要从法律制度上确立组织保障机制。不仅要求各地区、各部门、各单位都要建立普法组织机构,而且还要赋予其相应的职能和权限,不能让普法机构成为摆设。目前,绝大多数单位都有普法的组织机构,但一些单位的普法机构作用不大,工作推进不力,普法教育的质量难以保证。因此,必须通过法律制度的形式来确立普法组织机构的职能和权限,让它们真正在全民普法中发挥服务和保障作用。
    二要构建普法教育责任机制。全民普法教育是全社会的共同责任,必须要全社会来共同参与。这一方面需要全体公民的自觉行动,另一方面又需要通过法律制度的形式来明确各自的责任,否则共同责任就会成为一句空话。因此,必须要通过建立法律制度的形式来构建地区、部门、单位和个人的责任体系,真正做到“千斤重担大家挑,人人头上有指标”,这样才能做好普法教育工作,普法教育的质量才能提高。
    三要构建普法教育资源整合机制。在教育的手段上,普法教育与党的路线方针政策教育、科学文化知识教育和思想道德教育具有一定的相通性,拥有的资源可以共享。但是在实际工作中,部门之间不沟通、开展工作单打一的现象比较普遍。因此,必须树立“大普法”观念,通过建立法律制度的形式来整合资源,这样,普法教育才能与其他教育互为侵透,协调发展,普法教育的质量才能够提高。
    四要构建有效的普法教育考评机制。在普法教育的实践中,绝大多数单位都建立了考评机制,但一些单位考评的效果不是很好,影响了普法质量。因此,要从法律制度上对普法教育的考评机制予以确认,同时从政府的角度解决部门考核、多头考核和重复考核等问题,把一切考核纳人到物质文明、政治文明和精神文明考核的轨道上来,增强考核的权威性。这样,才能够保证普法教育与其它工作协调发展,才能促进普法教育质量的提高。
     三、创新为确保普法教育质量提供动力
    “五五”普法既要开拓创新,又要加强基础性工作;既要求发展,又要继承过去的优秀成果及其成功经验。
    一要把握“三个理念”,努力实现理论创新。
    一是要坚持构建和谐社会的理念。我们要构建的和谐社会是变革中的和谐社会,是发展中的和谐社会,是维护公平和公正的和谐社会,是正确反映和兼顾各方面利益的和谐社会,是正确处理人民内部矛盾和其他社会矛盾、妥善协调各方面的利益关系、保持社会安定团结的和谐社会,而这一切都需要努力通过法治的手段去实现。
    二是要坚持科学发展观的理念。科学发展观的本质和核心是以人为本,把人的利益作为一切工作的出发点和落脚点。在制定“五五”普法规划时,要把提高公民的法律素质,促进人的全面发展作为普法依治理工作的基本目标,加强发展经济、公民权利义务和人口、资源、环境等可持续发展方面法律法规的宣传教育,加强群众关注的热点、难点问题的专项依法治理,切实维护好人民群众的根本利益。
    三是要坚持增强党的执政能力的理念。党的执政能力的体现者基本上都是国家各级机关、各部门、各行业的领导干部和公职人员。领导干部和公职人员法律素质的高低,能否依法办事和公正执法,直接影响着法律的实施,影响着党的执政能力的体现,也影响着依法治国的进程。因此,在制定“五五”普法规时,强调提高领导干部和公职人员的法律素质,强调提高其依法执政、依法行政的能力和水平,是提高党的执政能力的关键。
    二要树立创新理念,拓展法制宣传形式。
    一是在传统形式与现代手段的结合上突出现代手段。随着现代科技的迅猛发展,人们的生活进入了数字和网络时代,影视、网络等传媒成为人们生活中不可或缺的部分,在法制宣传教育中越来越突显出其优势和作用。我们要充分发挥现代传媒的优势,鼓励、引导、支持有关传媒办好法制栏目(网页)、节目,围绕人们普遍关心的热点、难点问题,通过以案释法、文艺作品等人们易于接受的方式普及法律知识,宣传法治精神,做到入耳入脑。
    二是在集中教育和日常宣传的结合上重视日常宣传。诚然,利用各种纪念日开展大规模的宣传活动易于产生影响,营造氛围。但是,法制宣传教育更需潜移默化和点滴渗透,因而要注重日常宣传教育,使人们在浓厚的法律文化氛围中切身感悟到法律的真谛,进而提高全民法律素质。
    三是在法制宣传教育与法治实践的结合上注重法治实践活动。法制宣传教育的最终目的是运用法律参与社会实践。所以,要引导和指导公民积极参与立法活动,领悟法律的本意;推进执法、司法公开,把执法和司法的过程变为法制宣传教育的过程;强化和规范各类法律服务,把维权和调处矛盾纠纷的过程作为普及法律知识、增强法律意识的过程,使法制宣传教育植根于法治实践之中。一次良好的法治实践本身就是最有效的法制宣传教育,其效果远远胜过数次空洞的说教。
    三要创新普法教育的用人机制。全民普法是一项伟大的事业,需要大批人才从事这项工作。但是在实际工作中,人力资源与普法教育的需求差距较大,特别是基层单位的矛盾更为突出,有的单位搞普法教育的专职人员只有一人。因此,在“五五”普法中,要创新普法教育的用人机制,改变人力资源紧缺的状况。要通过法律的途径确定普法机构的人员编制,定人、定岗、定职责,不得擅自挪用。要通过多渠道、多途径创建普法宣传员队伍,调动各方面的力量为普法教育服务。如组建普法讲师团队伍、法制新闻队伍、法制文艺队伍和法律志愿者队伍等等。通过创新普法教育的用人机制,让越来越多的人投身到普法教育的大潮中来,确保全民普法教育这一伟大事业获得如期效果。

       今天我学习了《维也纳森林的故事》,感受非常深,既然维也纳人把环境保护的这么好,我想我们也一定保护的非常好! 
    维也纳的人骄傲与福气之一是他们生活在层层叠叠的绿色包围之中,森林不单是维也纳人民度假游玩的去处,平日黄昏人们也常常驱车到城市东北角的卡伦堡山上,敞开肺叶,张开嘴巴,大口吸吮林海散发出来的清香、湿润、凉意和充沛的氧气。放眼眺望,绿海无边,每一棵都是一朵浪花,多少树木才能汇成无边无际的森林呀? 
    维也纳人整天眼睛被城市的奇光异彩所眩惑,此刻看一下绿颜色真是一种净化眼睛和心灵的颜色。 
    维也纳森林有四十公里,有人说方圆百里,其实这个被称作“森林王国”。 
    我想:我们也应该保护环境、树木。让仅有的资源发挥更大更好的作用。我们从身边小事做起,爱护每一花草树木,让绿色更加苍翠;让绿色更加茂密;让绿色充满阳光。让我们在绿色森林中饱览群书、吸收氧气,更好地去创建美好活。

    楼兰,一个久负盛名的国家;楼兰,一个曾经无比繁华的古老国家;同时,是一个结局可悲的古老国家。
    让我们看向楼兰古国,到处是来自各地的商贾使节,处处可以听到叫卖声,马蹄哒哒声和驼铃的叮叮声,楼兰古国沉浸在无限的繁华中。可是随着人们对树木的不断砍伐,沙漠正在悄悄的逼近,终于,繁华的国家成为了历史。
    我既气愤楼兰的人们,又同情楼兰的人们。他们遭受到了沙漠的吞噬,失去了家园,我同情。可因为他们的无知,是曾经是如此繁华的楼兰消亡,我又气愤。可是我们有有什么资格去指责别人!
    我们的母亲河—黄河,其奔腾不息的气势曾征服了中华每一个炎黄子孙。而后,谁又曾想到,每天被黄河冲走的泥土有多少呢?黄河上游的植被面积又是多少呢?
       还记得98年的大洪水吗?这天灾本是有人而起,人类的大量砍伐,稀少的植被栓不住泥土,被水一冲,就溶入滔滔江水之中,不仅使河水变得浑浊不堪,而且,因为大量泥沙沉积,河床抬高,造成洪灾泛滥,河水断流,美丽的母亲河失去了她往日的风采。大自然已经发怒了!
    这时,我不禁想到了维也纳的人民们。
    在那里,人们对保护环境十分重视,在那里,人们对草坪就像对居室的地毯一样爱惜,很早就颁布了森林法。所以,是维也纳人自己给自己制造的福气。在维也纳可以看到雾蒙蒙的森林,可以聆听到孔雀和乐队的“二重奏”,还可以享受到无比的舒适。比起谈们,我们又怎么能红着脸去指责别人!
   同学们现代文明给人类带来了幸福。但是,在文明的背后,一个个问题接踵而至。空气污染. 水资源污染等,成了一个个不可忽视的问题。工厂排出来的污水,废气,造成水资源,空气的严重污染!
    楼兰的忧郁并没有停止,楼兰的忧郁为我们敲响了警钟!前车之鉴阿!然我们保护环境吧,不要让中国成为第二个楼兰!

   《维也纳森林的故事》这篇课文主要是介绍维也纳森林美丽的景象以及维也纳人与大自然的和谐相处。 
    我觉得维也纳人真是幸福,他们生活在层层叠叠的绿色包围中,拥有国土44%的森林。我相信,站在任何一个地方放眼望去,一定全都是绿色的。我还觉得奥地利这个国家能有这样的环境、这么多的森林,和奥地利人的行为是分不开的:他们的森林能神奇的调节着气温,都是他们长年累月珍惜、保护的成果。早在1852年就颁布了《森林法》的奥地利,谁也不会去伤害任何植物和动物,甚至后院的小草都倍加爱护。
    回想起中国,真是要感到内疚。
    一千六百年前的人们因为破坏环境,曾经“马蹄哒哒,驼铃声声,商贾使节络绎不绝”的繁华城镇——楼兰消亡。现在,我国西部的宁夏、青海等地区也正渐渐重蹈楼兰的覆辙。其中,对内蒙古沙区湖泊风沙灾害危险度进行评价,结果表明:安全湖泊只占7.3%,轻度危险湖泊占22.5%,中度危险湖泊占24.7%,重度危险湖泊占了25.4%,强度危险湖泊占9.1%,极度危险湖泊占11%。在内蒙古沙区湖泊的安全湖泊占地最少,这可见湖泊安全形势严峻。
    如果按这样的趋势,用不了多少年,这里也会变成一片沙海。我希望我国人民也能像维也纳人那样,保护树木,保护小动物,保护那些将要消失的植物,让我国也成为一个美丽的家园,成为一个能让大家感到幸福的家园!成为第二个维也纳!

    读了这篇文章,我的心情变得非常沉重。是啊,曾经是“马蹄哒哒,驼铃声声,商贾使节络绎不绝”的楼兰,就因为人们不注意保护环境,而最终被沙海湮没了。这是一个怎样的悲剧呀?   
    本文讲述了,以前的楼兰古国既美丽又好看因为有人常年在破坏,现在的楼兰古国已经没有了;曾经那美丽好看的雕像已经没有了;当时的金碧辉煌都已经没有了,没有了。楼兰古国都已被沙海湮没了。听到这些我们是不是为楼兰国人民感到惋惜呢?这楼兰国的毁灭是谁造成的,是谁的错。楼兰的人民希望他们的国家就这样毁灭在沙海手里吗?
    不,不,他们也不想自己的国家就这样平白无故的没有死去。是谁让这一座搂兰古城消失;是谁让这金碧辉煌的雕像破灭;又是谁这么残忍的将这座古城逼上绝路。是人类,是人类这样乱砍乱伐不珍惜现在拥有的一切一切。造成了搂兰古城的消失。   
    追古抚今,人们为了自己的利益把金钱装进自己的腰包。是人类举起了他那罪恶的屠刀乱砍乱伐乱送了小树蓬勃的生命;乱扔垃圾让臭味污染了绿色;化肥厂排放污水嘶哑了小河昔日里清亮的歌喉。                                                                     
       今天,我读了《楼兰的忧郁》这一课产生的感触,美好的环境才是我们人类生存的环境。所以,让我们都保护大自然吧!不要让搂兰的悲剧再一次重演。我想:我们也应该保护环境、树木。
