　　招标(invitation to tender)是指招标人在时间、地点、发出招标公告或招标单，提出准备买进商品的品种、数量和有关买卖条件，邀请卖方投标的行为。
　　投标（tosubmit tender）是指投标人应招标人的邀请，根据招标公告或招标单的规定条件，在规定的时间内向招标人递盘的行为。
　　实际上招标、投标是一种贸易方式的两个方面。
　　目前，国际上采用的招标方式归纳起来有三类、四种方式，即
　　一.竞争性招标（intenational competitive bidding,icb）是指招标人邀请几个乃至几十个投标人参加投标,国际性竞争投标，有两种做法：
　　1.公开投标（open bidding）。公开投标是一种无限竞争性招标（nlimited competitive）。采用这种做法时，招标人要在国内外主要报刊上刊登招标广告，凡对该项招标内容有兴趣的人均有机会购买招标资料进行投标。
　　2.选择性招标（selected bidding）。选择性招标又称邀请招标，它是有限竞争性招标（limited competitive bidding）。采用种做法时，招标人不在报刊上刊登广告，而是根据自己具体的业务关系和情报资料由招标人对客商进行邀请，进行资格预审后，再由他们进行投标。
　　二.谈判招标（negotiated bidding）
　　谈判招标又叫议标，它是非公开的，是一种非竞争性的招标。这种招标由招标人物色几家客商直接进行全同谈判，谈判成功，交易达成。
　　三.两段招标(two-stagebidding)
　　两段招标是指无限竞争招标和有限竞争招标的综合方式，采用此类方式时，则是用公开招标，再用选择招标分两段进行。
　　政府采购物资，大部分采用竞争性的公开招标办法。

6. 国际招标中，投标文件的中英文翻译问题

你可以在网上搜索一下联合国的招投标文件，或者其它非英语国家的国际招投标文件。基本是两种方式：

1、以自然段分，一段英文的，一段中文的，每段的中文翻译紧跟着英文原文。这样做文件的好处是，如果有表格，也一前一后的安顺序做，比较方便。不好的地方是读文件的时候比较费劲。

2、把文件分成左右两部分，左侧是英文的，右侧是中文的。两个段落在同一位置出现。如果有表格：英文的表格在前，中文的表格在后面。当然每页都要加盖骑缝章，并在每页的下角签字，在提交文件的时候。优点：读起来方便，困难的地方是处理表格时要另起一页。再有在做投标文件时，作页面编辑的时候比较困难。

1. 投标书Tender 
1.1 投标人应完整地填写招标文件中提供的商务投标书、技术投标书、投标一览表和投标报价表(包括投标报价汇总表和分项报价表)。价格表（表中项目除价格数字外都要填写）及报价说明三份（一正二副）和投标人银行保函应分别单独密封，随投标文件一同递交。

3) 投标人应在投标价格表中报出技术规范中所列的随机备品配件、专用工具及仪器的单价。这些货物的价格应包括在投标总价中，评标时计入该费用。 
In the tender price sheet, tenderers shall include the unit prices of the attached parts and components, special tools and instrumentations that are listed in the Technical Specifications. The price of these goods shall be included into the tender sum, and shall be deliberated at the tender evaluation.  
4) 投标人应将满足设备正常运行的推荐性三年备品配件单独列出并报出单价。这部分货物由业主选择购买，其费用评标时供招标机构参考。 
5) Tenderers shall list separately parts and components that satisfy the recommended three years‟ normal operation, and quote their prices. The owner has the option to purchase these goods, and their expenses will be referred to at the tender evaluation.   
2.2.2从中华人民共和国境外提供的货物：Goods provided outside the People‟s Republic of China: 
1) 中国上海港CIF班轮条件（该价格包含设备和文件的包装费用以及在目的港的卸货费用），报价时投标人可以从中华人民共和国或买方同意的其他合格来源国取得保险服务。
